Assembly Speaker Robert Rivas named a Chula Vista councilmember on Friday to the California Coastal Commission, replacing Imperial Beach Mayor Paloma Aguirre as a member on the hot-button board responsible for permitting buildings along much of the California coast.

What happened: Chula Vista Councilmember and San Diego State University administrator Jose Preciado will serve as Rivas’ appointee representing the San Diego coast on the 12-member board, Rivas’ office confirmed.

Aguirre, a current candidate for San Diego County supervisor who serves as vice chair on the board, is termed out on May 20 but was eligible for reappointment.

Why it matters: The powerful board, whose members are appointed by the governor and legislative leaders, has come under close scrutiny in recent months for its decision to reject SpaceX’s plan for increased rocket launches off the coast as well as its role in permitting coastal housing after the Los Angeles wildfires.
